Philippine Aquatic Sports Association (Pasa) chief Mark Joseph blames the dismal performance of two Filipino divers in the 28th SEA Games to the lack of support and clear-cut program. “The people who have the money, have to invest, not consider it as an expense. You can’t start, stop, start, stop. There has to be a program. There has to be a continuous program,” he explains.
